Drug Watch International is a volunteer, non-profit, drug information network and advocacy organization that promotes the creation of drug-free healthy cultures in the world and opposes the legalization of drugs. The organization upholds a comprehensive approach to drug issues, involving prevention, education, research, intervention, treatment, law enforcement, and interdiction.
The purpose of Drug Watch is to provide the public, policy makers, and the media with current information, factual research, and expert resources; and to counter drug-advocacy propaganda. An active, highly informed Board of Directors governs Drug Watch International and coordinates a network of delegates from across the United States and over 25 nations, a Liaison Network of representatives from international, national, and state prevention and treatment organizations, a Board of Advisors, and the prestigious International Drug Strategy Institute.
The International Drug Strategy Institute, a division of Drug Watch International, is a bipartisan group of physicians, attorneys, educators, law enforcement officials, and drug prevention specialists who provide expertise on national and international drug research. The Institute pursues research and public policy on drug issues consistent with the comprehensive approach established by Drug Watch International.
Drug Watch International was founded September 14, 1991, in Chicago, Illinois.

David Noffs was elected the first President of Drug Watch International.
The International Drug Strategy Institute was formed February 13, 1993, in St. Louis, Missouri. Eric Voth, MD, FACP, was appointed the Director. The Institute pursues research and public policy on drug issues consistent with the comprehensive approach established by Drug Watch International.

Almost 10% of first-year college students at a mid-Atlantic university have a cannabis use disorder, and 38.4% of those who used marijuana five or more times in the past year reported potentially serious cannabis-related problems.

On March 17, 1999, the Institute of Medicine (IOM) released its report, "Marijuana and Medicine: Assessing the Science Base." At a news conference on that date, Principal Investigators John A. Benson and Stanley J. Watson Jr., commented:
(Benson) "It is important to stress that the goal of these trials should not be to develop marijuana as a licensed drug. Rather, these trials should be done in parallel with the development of new, safe delivery systems of drugs related to the compounds found in marijuana."
(Watson) "Marijuana's future as medicine does not involve smoking. It involves exploiting the potential in cannabinoids such as THC, the key psychoactive ingredient of marijuana."
